Spot tanker rates saw extreme rate volatility during the fourth quarter due to short-term fleet supply tightness and strong oil and tanker demand in the run-up to IMO 2020. Further strength is expected in 2020 with a period of low fleet growth and steady tanker demand growth ahead.
